Competitive Transition Costs

Transition costs are stranded costs charged to utility customers as a fee or surcharge once an asset is sold or separated from a vertically integrated utility. Such charges can be viewed as the political price for moving to a new and more efficient market structure. See stranded costs and stranded assets.
