Rates, Lifeline

A low or reduced flat rate for service (up to a particular level of monthly consumption) with higher block rates thereafter. When used to target particular groups, such as the poor or aged, the rates are available to qualifying (usually low-income) customers. These rates are sometimes subsidized by an increase in rates for other customer classes (Cross-subsidy).
